HUD Exempts RVs From Housing Standards

RV associations, including the RV Industry Association (RVIA), the RV Dealers Association (RVDA) and the National Association of RV Parks and Campgrounds (ARVC), are praising an new rule from the U.S. Department of Housing and Urban Development (HUD). Posted on Nov. 19, 2018, it redefines the RV exemption from manufactured housing standards in line with a request filed by those organizations joined by state camping associations from California, Florida, Indiana, Michigan, Montana, Pennsylvania and Texas. The rule has been pending since last fall.
The new ruling puts to rest a regulatory uncertainty that has plagued RV manufacturers, dealers and campgrounds for decades. Defining an RV as a vehicle or vehicular structure not certified as a manufactured home, designed only for recreational use and not as a primary residence or for permanent occupancy; one that is built according to the revised ANSI A119.5 Park Model Recreational Vehicle Standard or the NFPA 1192-15 Standard on Recreational Vehicles; or any vehicle which is self-propelled. The ruling exempts RVs from HUD regulations that apply to manufactured homes. All park model RVs must bear a manufacturer certification that the structure is a recreational vehicle designed only for recreational use. The manufacturer’s design intent for the RV becomes the determining factor.
