Local Developer Seeks Opportunity Zone Tax Credit To Build Resort

OSHKOSH, Wisc. - The Oshkosh Northwestern reports that local developer Art Dumke is seeking an opportunity zone tax incentive to construct a marina, luxury camping site, fishing area and small resort on Lake Winnebago on the former site of the Pioneer Inn. The inn’s buildings were recently demolished after sitting abandoned for since 2005. The federal government has designated the site as an “opportunity zone,” a term used to identify underutilized areas that have the potential to spur economic impact through revitalization. The tax incentives are intended to help offset the costs of redevelopment, which in this case would involve a high volume of dredging to clear out mud and weeds around a pier and putting in a sea wall, in addition to construction costs.
Dumke is currently talking to the state Department of Natural Resources and Wisconsin Public Lands Commission about buying the island site, which still has the Pioneer Marina in operation. Dumke plans to add two more piers with 80 additional slips for boats, a new boat launch, expanded boathouse, boat and jet ski rentals and a water taxi to nearby towns. In addition the resort would include a 12-suite extended-stay hotel overlooking the marina, a lodge, restaurant and glamping RV sites. The developer’s representative, Tim Hess, said the marina and island are a major gateway into the city via water and suggested the redevelopment would draw more boaters to the area and help revitalize the city’s Sawdust District as a whole.
