Oregon RV Laws Change Jan. 1, 2020

The RV Industry Association (RVIA) is providing guidance for RV titling in the state of Oregon as new regulations go into effect on Jan. 1, 2020. Two RVIA backed bills, passed earlier this year, eliminated the Oregon state RV code, under which RVs were regulated by the Department of Consumer and Business Services, and put the titling of all types of RVs under the control of the Oregon Department of Motor Vehicles (DMV). The legislation also defines RVs and Park Model RVs (PMRV) as vehicles under the regulation of the Oregon Department of Transportation. In addition, it removes the requirement that Oregon PMRV manufacturers use licensed plumbers and electricians to make installations and repairs.
RVIA supported this legislation in order to eliminate the need to attach an additional and duplicated Oregon insignia of compliance or seal to RVs sold in the state. Beginning January 1, manufacturers shipping RVs to Oregon must provide certification they were built to the proper standard (NFPA 1192 or ANSI A119.5). Oregon RV dealers must also provide this titling information for RVs currently in their inventory. The information can be provided in either of two ways: certification on the Manufacturer’s Certificate of Origin (MCO) or a letter from the manufacturer that includes the vehicle’s VIN or serial number verifying it complies with the standard.
